So just what is a headlight modulator?

A motorcycle headlight modulator is a safety device that rapidly varies the intensity of a motorcycle headlight from between 20% and 100% of normal steady-burning power. Federal law requires that this “modulating” be between 200 and 280 beats per minute, to prevent dangerous “target fixation” as well as to differentiate between the headlight modulation and emergency flashers. Another federal stipulation is that the headlight modulator turn itself off at night, returning the vehicle’s headlight to normal operation.
